What is NOM-151 and how do I validate the certificate?

NOM-151 is a Mexican standard for electronic documents that some organizations require for additional legal validity under Mexican regulations.
Important Note: All documents signed in SignWell are already secure and locked with a digital certificate. NOM-151 is an additional legal requirement some organizations in Mexico need for certain documents.

How NOM-151 Works In SignWell

SignWell integrates with SeguriData, an accredited Mexican certification provider, Prestador de Servicios de Certificación (PSC).

When NOM-151 is enabled for a workspace and a document is signed and completed:
  • SignWell creates a digital fingerprint (hash) of the final signed PDF
  • That hash is sent to SeguriData
  • SeguriData returns a certificate to validate and verify NOM-151 compliance

When you receive the completed document and the audit report in SignWell, you’ll also receive a zip file containing:

  • a file containing information about NOM-151 and how to validate the certificate on SeguriData (Example)
  • a NOM-151 constancia file in a .bin format

Enabling NOM-151 

NOM-151 can be enabled on a per Workspace level. If you have multiple Workspaces in your SignWell organization and would like all documents in each workspace to include NOM-151 certificates, you will need to enable this setting in each Workspace.

Go to Workspace Settings and scroll down to Document Preferences: 

Find the setting to Enable NOM-151 compliance (Mexico) and click to toggle it to YES

A message will appear asking you to contact SignWell's Support. NOM-151 constancias are billed per document, and you’ll need to contact our team to confirm pricing and officially enable NOM-151 for your organization. 

After we've confirmed pricing and NOM-151 for your organization, you will be able to enable the setting for all of your Workspaces. 

Important Note: When you turn on the setting for NOM-151, be sure to click Save Changes before navigating to another page in SignWell.

Checking the NOM-151 Certificate for a Completed Document

After enabling NOM-151 and confirming pricing with Support, all newly completed documents in that workspace will include the NOM-151 certification details and meet NOM-151 compliance regulations.

You can access the NOM-151 certificate and details from the dropdown menu at the end of the document row: 

You can also find it if you view the completed document in your dashboard and select Save as → NOM-151 Cert

Lastly, the NOM-151 certificate will be included in the completed email notification which we will send to you when your document is successfully completed by all signers.

How to validate the NOM-151 certificate on SegureData

To validate the document for NOM-151, first download the completed document from SignWell that you wish to validate:

Important Note: if you have enabled the setting to separate your completed document files, you will need to download the combined completed file (not the individual separated files). 

Second, download the NOM-151 Certificate, which includes a zip file with 2 files. You will need to extract the NOM-151 constancia  .bin file from the zip: 

Finally, upload the completed document file and the NOM-151 certificate  .bin file to validate the document on SegureData's validation site: https://validador.seguridata.com:8443/ValidacionNOM/sgdata/.

SeguriData will confirm that the document matches the constancia, and the NOM-151 certificate is valid.
